Position Summary

The Bylaw Officer engages in a proactive and collaborative outreach style to enforce County bylaws. The Bylaw Officer is responsible for promoting the purpose and objectives of the Enforcement Services Department in a respectful manner.

Reporting to the Manager, this position works within applicable County bylaws, which includes the Land Use Bylaw, policies, procedures, and select provincial statutes. This position requires experience and extensive knowledge of the application of County bylaws along with strong verbal and nonverbal communication, conflict resolution and critical thinking skills.

The Bylaw Officer exercises its authority as a Bylaw Officer and is appointed under the applicable authority of the Municipal Government Act to enforce municipal bylaws.

Core Accountabilities

  • Adhere to the requirements and directives as outlined under the Appointment and Delegation granted by the Municipal Government Act.
  • Research, inspect, and investigate land use and County bylaw complaints for compliance.
  • Capture and impound live animals, whether calm, fractious, aggressive, sick, and/or injured using issued equipment.
  • Transportation and transfer of live animals between persons, enclosures, vehicles, or other conveyances in a safe manner while ensuring the welfare of the animal.
  • Exercise considerable independent judgement in dealing with complaints.
  • Interpret and enforce various levels of legislation through verbal and written warnings and issuing violation tickets.
  • Receive and provide responses to County bylaw inquiries.
  • Educate property owners and other residents about County bylaws and options for compliance.
  • Carry out inspections, issue orders, and provides advice regarding County bylaw complaints.
  • Review and make recommendations for new or existing County Bylaws.
  • Present to the Enforcement Appeal Committee or the Subdivision and Development Appeal Board.
  • Educate property owners and other residents about municipal bylaws and options for compliance.
  • Review and make recommendations for new or existing County Bylaws.
  • Conduct public educational seminars at assigned schools, service groups and events as required.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their own health and safety and other persons at or in the vicinity of the worksite while they are working.
  • Perform other duties and special projects as assigned.

Organizational Commitment

  • Protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business, and residents of Rocky View County.
  • This position requires excellent organizational and time management skills.

Internal and External Agency Cooperation

  • Liaise with external agencies including RCMP, CPS, Fish and Wildlife, Alberta Environment, the Alberta, Cochrane and Calgary SPCA, Peace Officers from other Municipalities and other law enforcement departments for the purpose of carrying out duties of the position.
  • Work closely with internal departments to ensure compliance with the Land Use Bylaw and other permitting requirements.
  • Collaborate with internal and external agencies and citizens.
  • Display leadership, train, and mentor junior members.

Reporting

  • Prepare reports for the Enforcement Appeal Committee and/or the Subdivision and Development Appeal Board (SDAB), and assures the reports are submitted to administration within the deadlines set for upcoming meetings.
  • Prepare reports and documentation as required for Court Orders.
  • Prepare reports to document all action taken in responding to daily log and complaints received.

Position Requirements

Completion of a 2-year program in a related field with a minimum of 3 years directly related bylaw enforcement experience. Equivalencies will be considered.                       

  • Thorough and sound knowledge of the Bylaws, the Municipal Government Act (MGA), and Rocky View County Bylaws and Polices.
  • Knowledge and understanding of the MGA as it pertains to the processes of issuing Municipal Violation Notices, and Court Orders for compliance if corrective action for a violation does not occur.
  • Strong verbal, written and interpersonal communication skills with a strong focus on customer service.
  • Must possess positive public relations and effective oral and written communication skills.
  • Ability to interpret the Land Use Bylaw and building construction plans and other related documents.
  • Must possess a strong ability for attention to detail, accuracy, timing, and scheduling of work for this position, with the ability to meet demanding deadlines.
  • Must be self motivated with the ability to act independently within a close team environment, exercising independent judgment within tight time frames.
  • Exceptional ability to deal with difficult people effectively and rationally and remain calm in stressful situations.
  • Excellent time management and organization skills, and the ability to effectively handle a demanding workload.
  • Maintain a high level of dress and deportment that will demonstrate a positive representation of the Department and the County.
  • Proficiency in MS Office (Outlook, Word, Excel, Power Point, and Access).
  • Clean Criminal Record.
  • Possess a valid class 5 drivers' license.
