Technical Experts – Independent Safety Assessment of Rail Systems

Several positions and a pool of candidates

 

The Standards Council of Canada (SCC) is seeking technical experts in several fields related to the Independent Safety Assessments of Rail Systems on a contractual basis.

 

Technical experts play a key role in the assessment of inspection bodies by applying their extensive technical expertise to evaluate the competence of personnel, and the conformity of processes. They will apply their considerable technical expertise by conducting file reviews, interviews with inspection body personnel and witness audits to support accreditation assessments.

 

At this time, SCC is seeking technical experts in the application of risk evaluation and assessment for railway systems in the following technical areas:

  • Systems approach to safety for railway applications
  • Application of generic RAMS process to Rolling stock
  • Software for railway control and protection systems in railway applications
  • Safety related electronic systems for signalling in railway applications

The requirements for each area are listed under technical knowledge in the essential qualifications section below.

 

Key Activities

  • Works closely with the SCC personnel to determine the scope and criteria to be assessed.
  • Conducts interviews as part of a team, or independently, to assess the competence of personnel.
  • Reviews independent assessment records to assess evidence of conformity with relevant criteria.
  • Observes the work of independent safety assessment personnel to assess the conformity to procedures and application of relevant criteria.
  • Reports to the lead assessor on findings and provides recommendations based on evidence.

Essential Qualifications


Language Requirements

Skills

  • Strong technical, analytical and review skills
  • Excellent attention to detail
  • Sound judgement and evaluation abilities
  • Ability to read, interpret and reference relevant criteria from standards
  • Excellent communication skills, both verbal and written
  • Strong organizational and prioritization skills
  • Strong interpersonal skills, both within an assessment team, and with customers
  • Advanced computer skills, including Microsoft Office applications, and web-based communications
  • Understanding or experience in the European railway system is considered a strong asset

Abilities

  • Ability to work independently or with limited supervision
  • Ability to effectively represent SCC and follow SCC’s policies and procedures
  • Ability to meet tight deadlines and work under pressure
  • Availability to travel within Canada and the United States, occasionally on short notice
  • Ability to work in a variety of industrial, commercial and manufacturing environments

 

Technical Knowledge

 

SCC is seeking individuals with specialized expertise in one or more of the following technical areas.

  • Advanced understanding of EN 50126-1 and EN 50126-2
  • Advanced understanding of the Canadian Method for Risk Evaluation and Assessment (CMREA) for rail systems (or European equivalent)
  • Understanding of the laws and regulations governing railway systems in Canada in general, and Ontario in particular
  • At least 3 years of experience evaluating safety and application of risk assessment, and evaluating railway systems
  1. Application of generic RAMS process to Rolling Stock
  • Advanced understanding of EN 50126-1 and EN 50126-2
  • Advanced understanding of EN 50126-3
  • Advanced understanding of the Canadian Method for Risk Evaluation and Assessment (CMREA) for rail systems (or European equivalent)
  • Understanding of the laws and regulations governing railway systems in Canada in general, and Ontario in particular
  • At least 3 years of experience evaluating safety and application of risk assessment, and evaluating rolling stock for railway systems
  1. Software for Railway Control and Protection Systems in railway applications
  • Advanced understanding of EN 50126-1 and EN 50126-2
  • Advanced understanding of EN 50128
  • Advanced understanding of the Canadian Method for Risk Evaluation and Assessment (CMREA) for rail systems (or European equivalent)
  • Understanding of the laws and regulations governing railway systems in Canada in general, and Ontario in particular
  • At least 3 years of experience evaluating safety and application of risk assessment, and evaluating software for railway control and protection systems
  1. Safety Related Electronic Systems for Signaling in railway applications
  • Advanced understanding of EN 50126-1 and EN 50126-2
  • Advanced understanding of EN 50129
  • Advanced understanding of the Canadian Method for Risk Evaluation and Assessment (CMREA) for rail systems (or European equivalent)
  • Understanding of the laws and regulations governing railway systems in Canada in general, and Ontario in particular
  • At least 3 years of experience evaluating safety and application of risk assessment, and evaluating in electronic systems for signaling
