Position Summary

Reporting to the Director of Child, Youth and Family Resource Department, the Manager, Resources, leads, co-ordinates and monitors the Society’s Resources Program including the Resources team and Recruitment, Assessment and Development (RAD) team to ensure the efficient and effective provision of service in a fiscally sustainable manner.  The role assists with the implementation of organizational strategies that ensure the quality of care for children and youth placed in the Society’s care.   

 

The Manager, Resources holds a critical role in overseeing all internal and external out-of-home placements within DCAS. This position is accountable for negotiating service agreements, managing foster care licensing, ensuring compliance with Quality Service Framework (QSF) regulations, and evaluating the quality of care provided to children, youth, and families. The manager is responsible for fostering financially responsible contracts with skillful negotiation that support the holistic needs of individuals under our care, emphasizing high-quality services. Exceptional diplomacy and interpersonal skills are essential, enabling the manager to navigate sensitive conversations and collaborate effectively with stakeholders. The role requires continuous compliance management, partnership building, and a commitment to improving the overall quality of care through evidence-based practices.

 

Qualifications

Educational Requirements:

  • BSW or bachelor’s degree in a related field

Experience:

  • Seven (7) to 10 years’ experience working within child welfare or related field
  • Experience in negotiating with community services and/or partner organizations
  • Experience with contract negotiations or procurement
  • Competency with technology and business analytics, preferred
  • Budget or financial experience
