About the role

 

Reporting to the Vice President, Technology Program Delivery, the Manager, Solutions Delivery will be responsible for the overall technical solutions delivery for Payments Canada’s programs. The Manager, Solution Delivery will provide leadership and direction to the Business Operations Readiness team, is a member of the Business Leadership Team (BLT), and works closely with other senior leaders within Payments Canada to deliver on its mandate. 

The Manager, Solution Delivery plays a critical role within the Delivery pillar (CDO) and will work closely with the Transform pillar (CPO) and the Run pillar (CIO). The role is critical within the delivery pillar of the organization and is responsible for the oversight and management of all aspects of solutions delivery management for the technology programs enterprise wide. The delivery pillar is responsible for providing center of excellence services (COE) for Payments Canada. 

| What you’ll do

 

This role is also responsible for providing leadership to the Real-Time-Rail solutions delivery team, including oversight of systems integrator and vendor deliveries. Delivery of technical solutions, including that of Real-Time-Rail consists of multiple integrated systems as well as cross industry dependencies. Candidates must be highly motivated with an ability to consistently exceed expectations and show commitment to Payments Canada’s core values.

Responsibilities of the Manager, Solutions Delivery include: 

  • Develop and provide strategic oversight of solution delivery for the technical programs including the relaunch of the Real-Time-Rail program;
  • Responsible for the oversight of system Integrator and engineering solution vendors to ensure they are meeting all vendor agreements;
  • Determine and sign-off on all non-functional requirements (NFR) for programs on an enterprise scale;
  • Provide direction and oversight to technical teams to ensure solution designs, perform acceptance and sign-offs are in alignment with program needs;
  • Integrate deliverables with performance & resiliency testing, operations enablement and security teams to ensure that solution delivery is on track for delivery according to timelines and budgetary constraints;
  • Align with Payments Canada, regulatory and industry partners on matters related to technology program delivery by maintaining collaborative relationships with these key stakeholders;
  • Provide thought leadership to drive the team towards the delivery pillar’s strategic vision including facilitation of strategy development, the alignment of stakeholders, resource plans, and motivating team members to enable achievement of business outcomes.

 

|Minimum Qualifications

  • Post-secondary degree or diploma in computer science, software engineering, system design or another related field;
  • Minimum of seven (7) years of IT experience in a broad range of disciplines, including system integration;
  • Minimum of five (5) years of leadership experience within a technical environment; 
  • Knowledge of a range of software development technologies particularly message driven design on SpringBoot, Java, RedHat OpenShift, Oracle in a highly available/high performance environment;
  • Strong solution architecture and infrastructure design and delivery skills and hands-on experience;
  • Experience in driving agenda and plans and manages solutions delivery accountabilities;
  • Management of the full software delivery lifecycle both “waterfall” and “agile” approaches; 
  • Project and Program management skills;
  • Government of Canada Reliability clearance or eligibility to obtain.

 

|Preferred Qualifications

  • Experience in the financial industry is considered an asset;
  • Information Technology Infrastructure Library (ITIL) foundation certification in IT Service Management is an asset.

|Salary Range

  • Based on qualifications and experience: $112,364 and $140,455.
