Position Summary

Reporting to the Manager, the Supervisor provides leadership, coordination, collaboration and technical guidance to a team of Safety Codes Officers, ensuring that services are provided to employees, residents, and stakeholders in a timely, accurate, efficient and professional manner. The Supervisor works in conjunction with the Manager to develop short and long-term strategies for the department.

Core Accountabilities

Operations

  • Lead operational area with an emphasis on efficiency, accuracy, quality, and safety to ensure superior service delivery.
  • Review of service metrics and promotion of change innovation when needed.
  • Promote corporate values to staff and customers through communication and action.
  • Review and implement changes to the Quality Management Plan, internal and external guidelines, and bylaws to achieve divisional goals.
  • Lead strategies related to workforce planning, staff tools, applications, and service outcome issues to maintain budgets and the municipal servicing standards.
  • Participate in the development, implementation, and evaluation of up-to-date policies and procedures.
  • Prepare for, attend and present during Council meetings and Committee meetings as required.
  • Research legislation on technical matters and provide direction on issues arising.
  • Complete technical reviews of building plans, issue permits and inspect buildings for compliance with the current Alberta Building Code.
  • Provide technical direction and guidance to staff on Alternative Solution proposals and written Orders.
  • Collaborate with leadership members of other internal teams to identify, create and ensure corporate efficiencies in delivery of services. 
  • Liaise with external inspection agencies, and internal departments within Rocky View County on building related technical issues, Rocky View County QMP, and municipal servicing standards.

Management | Leadership

  • Provide strategic leadership to the Building Services team, ensure that service outcomes meet the requirements of the Rocky View County Quality Management Plan and the municipal servicing standards.
  • Set priorities and department workflow, providing each subordinate with achievable goals and resources.
  • Facilitate regular feedback and coaching conversations throughout the year and conduct formal performance reviews as well as participate in progressive discipline processes as required.
  • Identify staffing requirements and initiate and participate in the recruitment process.
  • Ensure workers have a clear understanding of their role and responsibilities relating to RVC’s health and safety program and in the Alberta OHS Act Regulation and Code.
  • Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
  • Act as the Manager in his/her absence as requested.

Fiscal Management

  • Provide statistics, reporting and opinion to the Manager on operational and budgetary needs.
  • Participate in all short- and long-term financial planning processes, ensuring continued improvement in all facets of the section’s financial affairs.
  • Ensure effective financial planning and expenditure controls are in place and is accountable for fiscal responsibility, efficiency, and restraint, while maintaining integrity and effectiveness in all aspects of administration for programs and services of responsibility.
  • Assist and/or participate in the preparation of budget forecast; monitoring and expenditures in conjunction with the Manager.

General

  • Ability to perform subordinates’ responsibilities from time-to-time, as necessary.
  • Actively participate during County emergency response situations.
  • Perform related duties and special projects as may be assigned.

Position Requirements

Possess a Journeyman Carpenter or Civil/Architectural Technology background; supplemented by a minimum of ten (10) years relevant building construction experience from plan preparation through to actual construction with supervisory experience with at least 3 years as a Safety Codes Officer. Group 3 Building Certification supplemented by additional Certification or by long term experience as a Safety Codes Officer.

  • Certification as a Safety Codes Officer through the Safety Codes Council.
  • Demonstrated leadership, team building, conflict resolution skills.
  • Possess excellent attention to detail, organizational, prioritizing and time management skills.
  • Well-developed communication and interpretation skills, with the ability to work both independently and collaboratively in a multi-disciplinary team.
  • Demonstrated problem solving and decision-making ability.
  • Possess thorough knowledge/practical application of existing and developing code requirements.
  • Ability to effectively and tactfully inform public of requirements and standards.
  • Possess competence in reviewing plans and coordinating with interested parties.
  • Ability to perform effective resolution of issues and ability to attain corrective measures.
  • Contact external to the organization is limited to obtaining and/or providing routine information.
  • Ability to maintain complete inspection records.
  • Proficient in MS Office Suite.
  • Possess a valid class 5 driver’s license.
